Establishes a unit within the Legislative Counsel Bureau to provide advice and investigation services related to climate change policies and allocates Greenhouse Gas Reduction Fund (GGRF) moneys to specified funds and continuously appropriates certain amount of moneys in the fund for certain purposes. This bill also requires CARB to conduct a study and report to the Legislature evaluating and making recommendations on the use of offsets no later than December 31, 2026 and by January 1, 2029, update all existing compliance offset protocols to reflect the best available science. This bill also requires CARB to evaluate all compliance offset protocols and consider whether updates are necessary by January 1, 2034, and every 5 years thereafter.
Creates the Gravity-Based Energy Storage Well Pilot Program and authorizes the Supervisor of the California Geologic Energy Management Division (CalGEM) to authorize the conversion of 250 wells for use as gravity-based energy storage wells, as defined.Requires CalEPA, in consultation with entities operating these wells, CalGEM, CARB, and other specified entities, to evaluate the pilot program and make recommendations to the Legislature for a framework to implement a permanent program, as specified. The bill requires a well operator to notify CalGEM, CARB, the appropriate regional water quality board, and any schools or community members within 3,200 feet of the well in the event of a loss of mechanical integrity or a fluid leak, and requires CalGEM to consult with CARB and the State Water Resources Control board on criteria for fluid leak monitoring and reporting.
Authorizes each appointing authority for district members to designate an alternate member to serve in place of the regular member when the regular member is absent or disqualified from participating and requires the alternate member to meet the same qualifications applicable to the regular member. When serving in place of the appointed member, the bill authorizes the alternate member to vote and to receive compensation and expenses, as specified. The bill makes various changes to the San Diego County Air Pollution Control District Board’s membership selection process and membership requirements.
Authorizes transportation fuel blends of up to 15% ethanol (E15) until the California Environmental Policy Council completes its review of those blends and CARB either adopts a regulation establishing a specification for those blends or posts an assessment on its website demonstrating that it is not possible for a regulation for those blends to meet specified requirements. The bill contains an urgency clause.

Requires every city, county, or city and county to adopt an ordinance that creates an expedited, streamlined permitting process for hydrogen-fueling stations, as specified. This bill would authorize a city, county, or city and county developing an ordinance to refer to the recommendations contained in the most current version of the “Electric Vehicle Charging Station Permitting Guidebook” or the “Hydrogen Station Permitting Guidebook,” as specified. The bill requires a city, county, and city and county, in developing the expedited permitting process, to adopt a checklist of all requirements with which hydrogen-fueling stations must comply to be eligible for expedited review.
