Summary 

This bill requires, commencing January 1, 2035, 100% of all newly purchased or contracted schoolbuses of a school district, county office of education, or charter school to be zero-emission vehicles, where feasible. The bill authorizes local educational agencies, in order to comply with the aforementioned  requirement, to request a one-time extension for a term not to exceed 5 years if a local educational agency determines that the purchase or contracting of a zero-emission schoolbus is not feasible due to both terrain and route constraints, provided that certain conditions are met.

Summary 

This bill extends the sunset dates for various motor vehicle fees, which support the following incentive programs: the Air Quality Improvement Program (AQIP); the Enhanced Fleet Modernization Program (EFMP), the Consumer Assistance Program (CAP); and the Clean Transportation Program (CTP). CARB defers to the California Energy Commission’s (CEC) analysis on the impacts of this bill on the CTP program and defers to the Bureau of Automotive Repairs (BAR) for the impact to the CAP program. CARB’s analysis will focus on AQIP and EFMP.

Summary

Makes several operational and technical changes to last year's AB 2446 (Holden, Chapter 352, Statutes of 2022) that requires CARB to establish a framework and strategy for embodied carbon in building materials to make the program workable. The bill also authorizes, instead of requires, CARB to establish an embodied carbon trading system.

Summary 

Authorizes the CEC to set a maximum gross gasoline refining margin, petition a court to enjoin a refiner from exceeding the gross margin, and impose a civil penalty on a refiner for exceeding the gross margin. The bill requires CEC and CARB, by December 31, 2024, to prepare a Transportation Fuel Plan. The plan will be required to include how to ensure that the supply of petroleum and alternative transportation fuels is affordable, reliable, equitable, and adequate to meet the demand for those transportation fuels described in the most current scoping plan approved by the CARB.

Summary 

Requires the Department of Transportation to establish the Advance Air Mobility and Aviation Electrification Advisory Panel (Advisor Panel) to assess infrastructure readiness, prepare a three-year workplan, and assess pathways to equity of access for advanced air mobility. The bill requires the Department of Transportation to appoint members of the panel, including representatives from CARB, the Governor’s Office of Planning and Research, specified industry sectors, and local governments. The bill requires the Department of Transportation to issue a report by January 1, 2025, to the Legislature on infrastructure feasibility and the three-year workplan. The bill's provisions sunset January 1, 2029.

Summary 

This bill requires corporations with total annual revenues over $500 million and operating in California, beginning December 31, 2024, and annually thereafter, to develop a report on its climate-related financial risks and submit them to a climate reporting organization contracted by CARB, unless it already develops a similar report, as specified. The bill requires the climate reporting organization to prepare a public report that reviews the disclosure reports, an analysis of systemic and sector-wide climate-related financial risks, and identification of inadequate reports. The bill requires CARB to set a fee to cover its costs and adopt regulations authorizing it to seek administrative penalties for entities that fail to report, not exceeding $500,000 in a reporting year.

Summary 

This bill requires CARB, by January 1, 2025, to develop and adopt regulations requiring corporations with revenues in excess of $1 billion doing business in California to disclose their greenhouse gas emissions to an emissions reporting organization using a specified protocol, but authorizes CARB to adopt a different protocol beginning in 2033. The bill allows reporting entities to include their emissions reported under the Mandatory Reporting Regulation with the reporting required by the bill. The bill requires CARB to establish assurance provider qualifications and a process for approval of assurance providers that ensures sufficient provider capacity, as well as timely reporting. The bill requires CARB by July 1, 2027, to contract with a university, as specified, to report on public disclosures made by these businesses, including in the context of State greenhouse gas reduction goals. The bill requires CARB to update the disclosure deadlines by January 1, 2030, to ensure Scope 3 emissions are reported as close in time as practicable to Scope 1 and 2 emission disclosures. The bill also requires reporting entities to pay an annual filing fee of no more than $1,000 and requires CARB to adopt regulations to impose administrative penalties for failure to report.

This bill extends deadlines for the California Geological Energy Management Division (CalGEM) in consultation with CARB, to complete posting data, conduct peer review, and post the results of a study of fugitive greenhouse gas, toxic air contaminant, and volatile organic compound emissions from idle, idle deserted, and abandoned wells in the State. The bill extends the deadlines for posting collected data and conducting peer review from 2022 to 2026 and for posting the results of the study to their website from 2023 to 2028. Finally, the bill extends the sunset for these provisions from 2024 to 2029.

This bill requires a business entity that is selling voluntary carbon offsets to disclose specified information on the carbon offset project on their website, including reductions or removals, standards, failure contingencies, and credit calculation protocols. The bill also requires an entity that purchases voluntary carbon offsets and makes claims regarding being net-zero or carbon neutral to disclose specified information on their website, including the offset registry or program, offset project type, protocol used, and all information documenting how the claim was determined to be accurate. The bill imposes a $5,000 per day civil penalty for each violation, not to exceed a total of $500,000 and defines "voluntary carbon offset."

This bill requires the facilities constructed by the Department of Water Resources (DWR) or under a DWR contract for the purposes of the Distributed Electricity Backup Assets Program or the Demand Side Grid Support Program to comply with CARB's Mandatory Reporting Regulation and the Cap-and-Trade program.
