The Clean Mobility Equity Alliance (CMEA) is a peer-learning, knowledge sharing network that convenes clean mobility project implementers and partners, helping build collective capacity and increase collaboration across geographically and operationally diverse clean mobility projects. Members include but are not limited to the California Air Resources Board’s (CARB) Clean Mobility Options, Sustainable Transportation Equity Project, Clean Mobility in Schools, and Planning and Capacity Building grantees.
CMEA was developed based on findings from CARB’s Senate Bill 350 Barrier Study and with input from CARB’s Regional Clean Mobility Pilot Projects.
CMEA’s goals include supporting project implementation by establishing a space for participants to share challenges and lessons learned and providing capacity-building resources to members. CMEA also creates a clean mobility equity community of practice and advances mobility justice policy solutions by identifying unique community needs and responsive policy approaches.
Network activities include monthly focused working groups and general network meetings, resources such as events calendars and funding/policy trackers, newsletters, digest emails, and the annual Clean Mobility Forum.
CMEA is facilitated by the Shared-Use Mobility Center, in partnership with CALSTART, Heartquist Strategies, and emergent labs.

CMEA Meetings
Public and Network-specific Meetings
CMEA hosts public and network-specific meetings as well as focused working groups. Public meetings invite all CMEA members and interested external parties to attend and learn about project challenges and lessons learned. This includes the annual Clean Mobility Forum. Network-specific meetings invite all CMEA members to discuss a variety of general topics, relevant to members’ needs. CMEA also hosts smaller working groups that members can choose to attend based on interest. These are described in further detail below.
Clean Mobility Forum
The Clean Mobility Forum is an annual event hosted by CMEA that brings clean mobility project implementers and partners together to share stories, challenges, successes, and lessons learned in the clean, shared mobility space.
The Forum’s goals are to provide capacity-building learning opportunities to share best practices and lessons learned on a variety of topics and focus areas. The Forum also includes networking, relationship building, and partnership development opportunities among CMEA members, project implementers, service providers, researchers, and more. The Forum offers panel sessions, breakout rooms, and networking sessions to engage and learn from.
The Forum in 2025 was held in Fresno on October 2, 2025. Please visit the event’s webpage to learn more. Previous year’s Forums were held in downtown Los Angeles and Pasadena.



Working Groups
CMEA hosts various working groups. The working groups are smaller group meetings that host focused discussions on specific topics and work towards developing resources, making connections, and finding solutions. The four current working groups are focused on Long-Term Sustainability, Equity, Bikeshare, and Carshare. Each group meets monthly or bi-monthly to exchange ideas and knowledge specific to their topic.
The Bikeshare working group is a space for bikeshare project implementers and partners – and those interested in implementing bikeshare – to share knowledge, learn from experts, and build relationships. Participants share challenges and successes, while also discussing policy solutions that will support and sustain bikeshare around the state.
The Carshare working group is a space for those implementing carshare projects. The group welcomes those who are experienced and newcomers to carshare, providing a dynamic space to learn and exchange ideas, share challenges and lessons learned, collaborate, and foster equitable practice.
The Long-Term Sustainability working group provides a platform for mobility project implementers to work together, tackle challenges, and exchange effective strategies related to long-term sustainability. It aims to promote a shared understanding among participants and strives to improve collective understanding and success by drawing on diverse perspectives.
The Equity working group is a space for exchanging ideas and knowledge around the various issues, related to transportation equity, members work on and care about. The group strives to be a collaborative environment for participants to co-create solutions and address both project-specific and program-wide equity challenges.
Toolkits and Resources
CMEA also provides various toolkits and resources for members. Toolkits cover topics from workforce development to best practices when planning community launch events and ribbon-cuttings. Financial and long-term sustainability resources are provided including funding trackers and resource libraries. CMEA also offers toolkits on developing needs assessments and mobility projects. CMEA’s administrative team is regularly developing new resources and aids for members depending on members’ feedback and interest.
