Specific details on the reporting requirements can be found in the regulation text subsection (j) Facility Recordkeeping and Reporting Requirements, subsection (m) Recordkeeping, and subsection (o) Reporting Requirement (CCR Title 17, section 93118.5). In the case of any discrepancy between this document and the regulation order, the regulation language applies.
2022 Amendments
Under the 2022 Amendments to the Commercial Harbor Craft (CHC) Regulation, all commercial harbor craft that operate in Regulated California Waters (RCW) and facility owners/operators in California are subject to recordkeeping and reporting requirements.
Vessel Reporting Requirements
Beginning January 1, 2023, vessel owners/operators subject to the Commercial Harbor Craft Regulation must submit an Annual Report for all harbor craft vessels in their California fleet by March 31 of each year.
Vessel owner/operators also must file an initial report for all commercial harbor craft subject to the regulation within 30 days of the initial operation in RCW.
Vessel reporting templates and opacity reporting templates, which include fields for all required reporting data are available on the CHC website, to assist commercial harbor craft owners and operators in complying with the vessel reporting and the opacity reporting requirements. The templates are provided as a convenience to assist with meeting the reporting requirement, but their use is not mandatory. To ensure that your data is complete, it is recommended that you use the templates and provide as much information as possible. If you submit incomplete or inaccurate information, you will need to resubmit the report.
Vessel owners/operators subject to the reporting requirements shall report:
- Owner or operator contact information
- Vessel information
- Engine Information
- Vessel operational information
- Control equipment information, if applicable
- Engine maintenance records information
- Compliance information
- ZEAT vessel and equipment information (if applicable)
- Opacity testing and emission control repair information
- Other information as specified in subsection (m)(21), if applicable.
Facility Reporting Requirements
Beginning in 2023, facility owners/operators subject to the Commercial Harbor Craft Regulation must submit an annual report by July 1 of each year.
Facility owners/operators subject to reporting requirements shall report:
- Facility owner or operator contact information
- Vessel information
- Vessel owner/operator information
- Start date and end date of vessel and facility use agreement
- Dock, berth or slip location or number at facility
- Vessel visits Information, if applicable
- Facility Infrastructure Information
- Other information as specified in subsection (j)
Facility reporting templates, which include fields for all required facility reporting data, are available on the CHC website to assist facility owners and operators in complying with the facility reporting requirements. The templates are provided as a convenience to assist with meeting the reporting requirement, but their use is not mandatory.
