CARB staff developed the Landfill Gas Tool to help municipal solid waste landfill owners and operators comply with the Landfill Methane Regulation.  The tool is based on a first-order decay model from the 2006 Intergovernmental Panel on Climate Change (IPCC) guidelines, and is designed to calculate the Heat Input Capacity in million British thermal units per hour from a landfill that does not have a landfill gas collection system, in accordance with the requirements of section 95471(b)(1). Owners and operators of landfills equipped with gas collection and control systems may also use the tool to determine the Expected Gas Flow Rate to satisfy the requirements of section 95471(e).
