CARB’s Natural Gas Transmission and Distribution (NG T&D) program provides information on greenhouse gas (GHG) emissions downstream from the oil and gas production and processing sector. Senate Bill 1371 (SB 1371) requires the California Public Utilities Commission (CPUC) to adopt rules and procedures, in consultation with CARB, to reduce GHG emissions from commission-regulated gas pipeline facilities that are intrastate transmission and distribution lines. CARB has completed two studies to quantify greenhouse gas emissions in the Natural Gas Transmission and Distribution sector for meter set assemblies and distribution pipelines.
CARB is working as partners with the California Public Utilities Commission (CPUC) to provide emissions and mitigation knowledge to assist with adopting rules and procedures under Senate Bill 1371. CARB staff are also advising the shape of the final regulation. Staff presented at the CPUC's Safety and Enforcement Division (SED) Workshop on Natural Gas Leak Abatement best practices (R. 15-01-008) on April 6, 2015.
