The State is funding many programs and efforts to support owners and operators of medium- and heavy-duty trucks who seek to purchase zero-emission vehicles. There are several funding programs available today to assist with the purchase and use of these new technologies. CARB also offers programs and tools intended to provide support, technical assistance, and encourage the adoption of zero-emission trucks. CARB staff is also looking for ways to improve or expand these programs. If you have suggestions for what more the State can do, please email us at movingca@arb.ca.gov.

Innovative Small e-Fleet Pilot Program (ISEF) | Funding program offering increased point-of-sale discounts for of advanced commercial technology to small fleets. Fleets have the option to request vouchers for all-inclusive leases, truck-as-a-service, and more. |
EnergIIZE Commercial Vehicles Program | Energy infrastructure incentives for zero- emission commercial vehicles. |
Truck Loan Assistance Program | Financing program for small-business fleet owners affected by CARB medium- and heavy-duty regulations. |
Carl Moyer Program | Funding program that incentivizes replacing existing vehicles and equipment with clean technologies. |
Heavy-Duty Demonstration and Pilot Projects | Funding for demonstrations of the latest on-road clean transportation technology to advance commercial viability through pilot projects. |
Low Carbon Fuel Standard | Program established to reduce the carbon intensity of transportation fuel used in California where participants generate credits through fuel pathways, projects, and capacity‐based crediting. |
Low Carbon Transportation Investments Program | Funding for new on-road technologies through zero-emission demonstration projects. |
Volkswagen Environmental Mitigation Trust | Funding primarily for "scrap and replace" projects for the heavy-duty sector, including freight trucks, transit, shuttle, school buses, and other freight vehicles and equipment. |
Voucher Incentive Program (VIP) | Funding opportunities for fleet owners with 10 or fewer vehicles to replace their older on-road heavy-duty diesel vehicles. |
Community Air Protection Incentives for On-Road Heavy-Duty Vehicles | Funding to incentivize turnover of trucks and improve air quality in communities of concern. |
