Notification to Perform Nameplate Capacity Adjustments
Section 95357.2 of the Regulation for Reducing Greenhouse Gas Emissions from Gas-Insulated Equipment (GIE) (Regulation) requires “GIE owners who elect to adjust the nameplate capacity value specified by the manufacturer on the nameplate attached to the GIE device, or within the manufacturer’s official product specifications” to notify the California Air Resources Board (CARB) of the intention to perform nameplate capacity adjustments.
If you intend to perform nameplate capacity adjustments on your GIE, CARB recommends that you file your notification electronically following the steps below:
- Create a new email to energy@arb.ca.gov with the subject line "[GIE Owner Name] Nameplate Capacity Adjustments"
- Include in the body of the email:
- GIE owner name and ARB identification number (if assigned)
- Designated representative’s name, official title, mailing address, phone number and email address
- The manufacturer serial numbers of the GIE subject to the nameplate capacity adjustment process (if devices are numerous, consider attaching in an Excel spreadsheet)
- Send the email
Once your notification has been submitted, you may begin to perform nameplate capacity adjustments as specified in sections 95357.2(b)-(d) of the Regulation.
Notification to Combine or Split GIE Owners
Sections 95353(i) and 95353(j) of the Regulation allows multiple GIE Owners to combine into one GIE Owner and one GIE owner to split into multiple GIE owners, respectively. GIE owners who go through either of these processes must notify CARB with 30 days of the effective date of the combination/split and re-establish an emissions limit.
Per the definition of “GIE Owner” in section 95351(a) of the Regulation, a GIE Owner may be “a limited liability company, subsidiary, parent company, or another entity that is an owner of the GIE that use covered insulating gas.” This definition is intended to accommodate the various types of entities subject to the Regulation and to clarify and expand options for GIE owners to report and comply with the Regulation.
Notifications to combine/split of GIE owners can be filed electronically following the steps below:
- Create a new email to energy@arb.ca.gov with the subject line "Notification to Combine/Split of [GIE Owner Name(s)]"
- Include in the body of the email:
- Date of the combination/split
- Name, ARB identification number (if assigned), and emissions limit of the original GIE owner(s) prior to the combination/split
- Name and emissions limit of the new GIE owner(s) following the combination/split
- For splitting of a GIE owner: the new GIE owners’ Average CO2e Capacity at the time of the split (for data years prior to 2025) or the BL CO2e Capacity (for data years 2025 and later)
- Reason(s) for the combination/split and a description of the relationship between the entities being combined/split
- Attestation statement from section 95355(c)(2)
- Send the email
Once your notification has been submitted, CARB staff will follow up with you to set up new reporting accounts.
