Update on the 2023 Consumer and Commercial Products Survey
Summary: CARB staff presented at the September 8, 2025 webinar: 1. Discussed progress on the multi-stage quality assurance and quality control (QA/QC) process applied to data from responsible parties (RPs) and Formulators (FMs) that participated in the 2023 Survey. 2. Identifyied RPs that have yet to report for the 2023 Survey but participated in the last 3-year survey. 3. Presented an assessment of the market coverage of the 2023 Survey based on the number of RPs that have already reported in comparison to the last comprehensive 3-Year survey for each of the 37 categories. 4. Discussed opportunities to further support reporting by RPs by the new reporting deadline. 5. Described the potential consequences for RPs that fail to participate in the 2023 Survey by not submitting a report. 6. Outlined how CARB staff plan to address any survey categories with persistent underreporting after the new September 22 deadline, in order to update the inventory of the 37 survey categories. 7. Answered questions and solicit input from stakeholders on the timely completion of the 2023 Survey process to initiate pre-regulatory activities aiming at a CARB hearing in 2027.

Toxicity Ranking Methodology Webinar
Summary: At this webinar on January 16, 2025, CARB staff presented the methodological foundation and core logic of the toxicity ranking methodology, an in-depth explanation of the calculations used to determine toxicity scores and how the results were used to guide the toxicity-driven selection of categories for the 2023 Consumer Products Survey. Additionally, CARB staff discussed next steps, including plans for prohibiting PCBTF using the new 2023 survey data.

Consumer Products Reporting Tool (CPRT) for the 2023 Survey
Summary: At the webinar presentation on December 5, 2024, staff discussed how to use the CPRT and submit data to CARB. The updated CPRT contains “guard rails” to help guide Responsible Parties through reporting. To expedite the reporting process, CARB will not require Responsible Parties to contact Formulators. Instead, CARB staff will contact Formulators on behalf of the Responsible Parties to obtain any necessary formulation data via a customized version of the tool called the Consumer Products Reporting Tool for Formulators (CPRTF).
- To guarantee that Formulators have enough time to submit Formulation Data, Responsible Parties must submit contact information to CARB through the 2023 Survey help box by January 14, 2025. This includes formulator name, contact name, and email address.

Consumer Products Category Selection for the 2023 Survey
Summary: In the webinar presentation on October 29, 2024, staff described the rationale for selection of the consumer product categories listed below. This list of proposed consumer product categories has not been finalized, and staff requests feedback from all stakeholders. Informed by the feedback received, staff will finalize the scope of the survey in late November and launch the survey in early December.
