Appropriations & Funded Programs
Proceeds from the Cap-and-Trade Program’s auctions support a wide range of programs and projects that facilitate the reduction of greenhouse gas emission while delivering major economic, environmental, and public health benefits for Californians, including meaningful benefits to the most disadvantaged communities, low-income communities, and low-income households.
The Legislature and Governor appropriate money from the Greenhouse Gas Reduction Fund (GGRF) to State agencies through the Budget process.
The tables below contain information on agencies that have received GGRF appropriations.

- 1Appropriations listed are estimates based on published budgets, legislation, quarterly Cap-and-Trade auction results, and reversions of unused funds, rounded to the nearest million dollars. Administering agencies may also transfer appropriation to other state agencies to implement programs.
- 2Appropriations from previous fiscal years may be retroactively adjusted to account for budget control sections or for special legislation (e.g. trailer bills). As a result, reported cumulative appropriations may not reflect summations of budget act line items.
- 3abcde All appropriations are given as of November 30, 2021.
- 4Listed values may not sum due to rounding.
- 5In addition to this figure, Senate Bill 862, 2014, states that $400 million shall be available to CHSRA beginning in Fiscal Year 2015-16, as repayment of a loan to the General Fund. This money shall be repaid as necessary, based on the financial needs of the High-Speed Rail project.
