Buildings are a major source of emissions of greenhouse gases and air pollutants in California, and reducing their emissions is critical to achieving the State’s climate goals as outlined in the 2022 Scoping Plan and 2022 State Strategy for the State Implementation Plan. The clear first step toward this goal is avoiding new sources of emissions from the appliances and equipment that are installed in newly constructed buildings.
Therefore, CARB is working with the California Department of Housing and Community Development (HCD) to pursue zero-emission residential new construction standards in the CALGreen code.
Read CARB's recommended zero-emission building regulatory package including Form 399. Staff are currently addressing accessibility issues within these documents and accessible versions will be posted by early Spring of 2024.
