California Air Resources Board

The California Air Resources Board (CARB) administers and funds various incentive programs that provide financial assistance to fleets for the purchase or lease of new zero-emission drayage and short-haul trucks.

Programs subject to Assembly Bill 794 (2021) include, but are not limited to, the following:

• Carl Moyer Memorial Air Standards Attainment Trust Fund
• Carl Moyer On-Road VIP
• Community Air Protection Incentives Program
• Clean Off-Road Equipment Vouchers (CORE)
• Demo and Pilot Programs
• Clean Truck & Bus Vouchers (HVIP)
• Truck Loan Assistance Program
• Zero-Emission Heavy-Duty Vehicle (ZEHDV)
• Air Quality Loan Program
• Local/Regional Incentive Program
• All other incentives funded partially or fully by CARB
