CARB recognizes that the California-Mexico border region is connected by common cultural history, familial ties, ecological resources, and economies. CARB also understands that improving air quality in the border region is critical to meeting our air quality and climate goals. CARB thus implements a binational approach since emissions impact air quality and public health on both sides of the California-Mexico border. CARB is committed to building and maintaining effective partnerships with regional, federal, and international border stakeholders, as we work to meet our regulatory obligations and environmental justice and racial equity goals.
