The following programs are available to California-based businesses and non-profit organizations interested in exploring clean transportation technology and clean vehicle purchasing. In addition to funding incentives, there are many co-benefits of transitioning your fleet to cleaner transportation technologies, including health and environmental related improvements for nearby communities.
Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP)
Buy clean vehicles for your business or fleet- with no scrappage and first come, first served in most cases. Base vehicle price breaks from $20,000 to $240,000, depending on the vehicle you purchase. Clean Truck & Bus Vouchers (HVIP) are available to California fleets.
Innovative Small e-Fleet Pilot Program (ISEF)
The Innovative Small e-Fleet Pilot Program (ISEF) is part of the Clean Truck and Bus Voucher Incentive Project, also known as HVIP. ISEF was established to support small fleets and owner-operators who may face barriers to zero-emission vehicle adoption, such as high upfront costs, limited financing & insurance options, and complex planning for fueling infrastructure. ISEF eligible small fleets can receive increased vouchers for innovative mechanisms such as all-inclusive leases, peer-to-peer truck sharing, truck-as-a-service, and individual owner planning assistance, as well as other mechanisms.
Clean Off-Road Equipment Voucher Incentive Project (CORE)
The Clean Off-Road Equipment Voucher Incentive Project (CORE), which provides incentives for off-road equipment, is intended to accelerate deployment of advanced technology in the off-road sector by providing a streamlined way for fleets to access funding that helps offset the incremental cost of such technology. CORE targets commercial-ready products that have not yet achieved a significant market foothold.
The Funding Agricultural Replacement Measures for Emission Reductions (FARMER)
The Funding Agricultural Replacement Measures for Emission Reductions (FARMER Program) provides funding through local air districts for agricultural harvesting equipment, heavy-duty trucks, agricultural pump engines, tractors, and other equipment used in agricultural operations.
Workforce Training and Development
CARB is working to maximize economic opportunities and benefits for low-income residents from investment in clean transportation and mobility options by expanding workforce training and development.
