Merced County Association of Governments (MCAG), the federally-designated Metropolitan Planning Organization (MPO) for Merced County, is located in the San Joaquin Valley. MCAG is the transportation planning agency responsible for developing and implementing the long-range regional transportation plan, known as the Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS).
The 2022 RTP/SCS projects that the region would, if implemented, achieve the 2032 GHG emissions reduction target. The 2022 RTP/SCS is based on a preferred land use and transportation investment scenario to meet the needs of the region through 2046. The Plan emphasizes focused growth, largely within the limits of the respective General Plans of local jurisdictions within Merced County and minimizes any conversion of prime farmland. Development focuses on empty lots within city limits and gradual growth directly connected to established neighborhoods. This land use strategy aims to place housing closer to jobs and services in areas that are more walkable and around major transportation corridors. The transportation strategies encourage the development of new transit, bicycle and pedestrian improvements, especially those on key corridors and near schools. It also includes the enhancement of passenger rail services in the region including the arrival of the Altamont Corridor Express (ACE) and increasing existing rail service. Additionally, continued investment in vanpools and rideshare will continue to be an effective alternative to single occupant vehicle travel for some residents.
