Fleet Reporting Systems

Many Fleets Will Need to Report to Multiple Systems

CARB uses four separate reporting databases for vehicle manufacturers and fleet owners to verify compliance several of CARB’s mobile source emission reduction rules and regulations. These reporting systems include Advanced Clean Fleets and Truck & Bus (TRUCRS), Clean Truck Check (CTC-VIS), Off-Road Diesel (DOORS) and Advanced Clean Trucks (ACTRS).

  • Many entities will be required to report to multiple systems 
  • A new account may need to be created to report owner and vehicle information for all California vehicles operating in California for each reporting system.  
  • If a TRUCRS account has been created for the fleet, vehicle information for that fleet can then be downloaded from that TRUCRS account as a CSV file and then uploaded to CTC-VIS for a more convenient reporting method. 
  • Changes to the fleet operating in California (adding or deleting a vehicle) must be reported within 30 days of the action.  

TRUCRS Reporting System for Advanced Clean Fleets and Truck & Bus

Truck & Bus applies to diesel vehicles with a GVWR greater than 14,000 lbs., privately and federally owned trucks and buses that operate in California, and any person, business, school district, tribal reservation, or federal government agency that owns, operates, leases or rents affected vehicles. 

Advanced Clean Fleets applies to medium- and heavy-duty on-road vehicles with a GVWR greater than 8,500 pounds, off-road yard tractors, and light-duty mail and package delivery vehicles. This includes trucks performing drayage operations at seaports and railyards, fleets owned by State, local, and federal government agencies, and high priority fleets.

CTC-VIS Reporting System for Clean Truck Check

Clean Truck Check applies to almost all non-gasoline heavy-duty vehicles with a GVWR over 14,000 pounds operating in California. This includes trucks, buses, public vehicles (federal, state, and local government), motorcoaches, transit, shuttle, school buses, hybrid vehicles, commercial vehicles, personal vehicles, single vehicle fleets, California registered motorhomes, and vehicles registered outside of California (not including motorhomes). 

Initial Reporting Deadlines for Clean Truck Check 
  • December 31, 2023 – Reporting began  
  • Annually – Annual compliance fee for each vehicle must be paid 
  • October 2024 – Emissions compliance testing requirements will be effective. Tests can be submitted 90 days before vehicle’s testing deadline.

DOORS Reporting System for Off-Road Diesel Regulation

The Off-Road Diesel regulation applies to public, private, and government fleets who own or operate off-road diesel vehicles with engines 25 horsepower or greater (like backhoes and loaders) in California. Agricultural vehicles are exempted.  Reporting is required through the DOORS system, which is an online tool to help vehicle owners report vehicle inventories and actions taken to reduce vehicle emissions.  

Reporting Deadlines for the Off-Road Diesel Regulation 
  • March 1st each year: Complete annual reporting requirements and submit the Responsible Official Affirmation of Reporting (ROAR) form

ACTRS Reporting System for Advanced Clean Trucks

Advanced Clean Trucks requires manufacturers who certify chassis or complete vehicles with a GVWR greater than 8,500 lbs. to sell zero-emission vehicles as an increasing percentage of their annual California sales starting with the 2024 model year.   

Reporting Deadlines for Advanced Clean Trucks 
  • 2021 Model Year – Reporting began  
  • End of March each year (90 days following the end of each model year) – Vehicle model year report is due
