ACT Credits Summary Reports
The purpose of these reports is to provide public disclosure of manufacturer annual vehicle sales data, credit balances, and credit transactions as required by the California Air Resources Board’s (CARB) Advanced Clean Trucks (ACT) regulation (title 13, California Code of Regulations section 1963.5). The ACT Credits Summary reflects the specific model year zero emission vehicle (ZEV) credits each manufacturer reported to CARB for ZEVs sold to the ultimate purchaser in California. |
Who must report?
Annual reporting is required for any vehicle manufacturer that produced and delivered for sale more than 500 on-road vehicles with a gross vehicle weight rating over 8,500 lbs. into California. Manufacturers that annually produce and deliver for sale 500 or fewer vehicles into California may elect to voluntarily report to generate credits. |
What is the reporting deadline?
The first report is due by March 31, 2022, for the 2021 model year and each successive annual report is due no later than 90 days following the end of each model year. The 2022 vehicle model year report and any updates to the 2021 model year sales data is due by March 31, 2023. |
How do I report?
Manufacturers can submit reports in the Advanced Clean Trucks reporting system (ACTRS) by uploading data in comma separated value format from a template. ACTRS provides secure user logins, real-time data validation, automatic credit and deficit calculations, and interactive dashboards. The “Advanced Clean Trucks Reporting System User Guide” provides a step-by-step guide on how to report using ACTRS. Large Entity Reporting
One-time reporting requirement
The California Air Resources Board (CARB) adopted a regulation in June 2020 that has a one-time reporting requirement for large entities that operate or dispatch vehicles with a manufacturer’s gross vehicle weight rating (GVWR) greater than 8,500 lbs. in California. It includes medium duty vehicles like vans and ¾-ton pickups such as the F250 or Ram 2500 and heavier vehicles of all configurations and fuel types, but does not apply to lighter vehicles like cars and light duty pickups. CARB submitted the Advanced Clean Trucks regulation to the Office of Administrative Law (OAL) for review and approval on January 29, 2021, and OAL approved the regulation on March 15, 2021. Affected entities had to report applicable information through the CARB Large Entity Reporting portal by May 1, 2021. Reporting is now closed.
