Watkins Construction Co., Inc. Case Settles for $15,750
In October 2014, Watkins Construction Co., Inc. (Watkins), based in Taft, agreed to pay $15,750.00 in penalties for violating air quality regulations: $11,813.00 will go to the California Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; $3,937.00 will go to the School Bus Retrofit Project Foundation to retrofit school buses throughout California with diesel emission control strategies.
An investigation by the Air Resources Board (ARB) showed that Watkins failed to timely report all required information for all vehicles in the fleet for which they elected to utilize the compliance options/credits/provisions of the Statewide Truck and Bus (STB) Regulation. Further, Watkins failed to properly self-inspect their diesel trucks to assure the trucks met state smoke emission standards. ARB documented violations as they related to the STB regulation and Periodic Smoke Inspection Program (PSIP). To settle the case, Watkins agreed to the $15,750.00 penalty and to comply with the STB and PSIP programs in addition to other ARB programs.
