Wan Hai Lines (USA) Ltd. Settles Shore Power Violation For $680,750
In February 2022, the California Air Resources Board (CARB) reached a settlement with Wan Hai Lines (USA) Ltd. (Wan Hai), with its principal location in Scottsdale, Arizona, in the amount of $680,750 for the company’s violations of one of CARB’s air quality regulations. Of the total amount, $340,375.00 will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. The amount of $299,597.47 will fund the Supplemental Environment Project (SEP) entitled Installation of Air Filtration Systems in Schools in Oakland – Phase 3, and the remaining $40,777.54 will fund the SEP entitled Installation of Air Filtration Systems – LAUSD Murchison. Both SEPs facilitate the installation and maintenance of high performance air filtration systems in schools in the Oakland Unified and Los Angeles Unified School Districts.
A routine audit conducted by Enforcement Division staff discovered that Wan Hai failed to meet the power reduction and visit requirements for its 2020 Port of Los Angeles/Long Beach fleet. CARB documented violations as they related to the At‑Berth Regulation (Cal. Code Regs., tit. 17, § 93118.3). To settle the case, Wan Hai agreed to the penalty of $350 per violation for a total of $680,750. Wan Hai fully cooperated with CARB to resolve this matter and has agreed to comply with all the requirements of the At-Berth Regulation.
