Summary

Would require, among other things, a State body that elects to conduct a meeting by teleconference to make the portion that is required to be open to the public both audibly and visually observable. The bill would require a State body that elects to conduct a meeting by teleconference to post an agenda at the designated primary physical meeting location in the notice of the meeting where members of the public may physically attend the meeting and participate. The bill would remove the requirement that each teleconference location be identified in the notice and agenda of the meeting, and each teleconference location be accessible to the public. Was not heard in the Assembly Governmental Organization Committee.

Summary

Would have expanded an exemption to the Public Records Act by including any submission of critical infrastructure information submitted to the Office of Emergency Services for use by that office, whether the submission is voluntary or not.  Was not heard in the Assembly Judiciary Committee.

Summary

Requires, until January 1, 2024, local agencies to make the installation of an emergency backup generator to serve a macro cell tower site, as defined, that meets specified requirements, a permitted use.  The bill also requires a local agency to review an application for installation on an administrative, nondiscretionary basis.

Summary

Would have made findings and declarations regarding the increasing evidence of a climate crisis.  The resolution would have stated that the Legislature should stop speaking of climate change and instead speak of the climate crisis.  Failed passage in the Assembly Natural Resources Committee.

Summary

Would have required CARB to regulate “fueling on-demand tank vehicles.”  The bill would have imposed testing, installation, maintenance, and certification requirements on a vapor recovery system or system component of a mobile fueling on-demand tank vehicle used to load, transport, and transfer motor vehicle fuel directly from an onboard cargo tank into a motor vehicle fuel tank.  Was not heard in the Assembly Transportation Committee.

Summary

Would have required the California Public Utilities Commission, in consultation with the California Energy Commission and CARB, to establish a critical consumption program for hydrogen production and processing and to establish a framework for directing electricity generated by eligible renewable energy resources to the production and processing of hydrogen at specified times.  Was not heard in the Assembly Utilities and Energy Committee.

Summary

Removes the sunset for the Climate-Safe Infrastructure Working Group and for provisions that require State agencies to take the current and future climate change impacts into account in infrastructure projects.  The bill also clarifies that State agencies must account for the economic damages and financial liabilities associated with the climate change impacts.
