2020 - Senate Bill 1362 (Stern, Henry), Carbon Neutrality Comprehensive Strategy (Dead)

Summary

Would have required CARB, no later than July 1, 2021, to adopt a comprehensive strategy to achieve carbon neutrality in the State by no later than December 31, 2045.  The bill would have required CARB to update the comprehensive strategy at least once every 5 years.  The bill would have required CARB to deliver a copy of the comprehensive strategy and any update the Legislature and to make recommendations for additional statutory authority to effectuate the goals of the comprehensive strategy.  Remains in the Senate Rules Committee.

2020 - Senate Bill 1348 (Stern, Henry), Wildfire Prevention (Dead)

Summary

Would have amended State law to enhance fire prevention efforts by the California Department of Forestry and Fire Protection (CAL FIRE) through improving vegetation management and home hardening, expanding the area where fire safety building standards apply, and increasing the eligible activities under CAL FIRE’s local assistance grant program.  This bill would have required CAL FIRE, in consultation with CARB and the California Forest Management Task Force, to report specified outcomes of the funds spent on healthy forest and fire prevention programs and projects to the Legislature on or before January 1, 2022.  Was not heard on the Assembly Floor.

2020 - Senate Bill 1258 (Stern, Henry), California Climate Technology and Infrastructure Financing Act (Dead)

Summary

Would have enacted the California Climate Technology and Infrastructure Financing Act to require the California Infrastructure and Economic Development Bank (IBank), in consultation with CARB, to administer the Climate Catalyst Revolving Fund (Catalyst Fund), to provide financial assistance to eligible projects.  The bill would have required IBank to administer the continuously appropriated Catalyst Fund for climate catalyst projects for any improvement, technology, service, or measure that avoids greenhouse gas emissions.  CARB would have had a consultation role to help IBank establish project eligibility and program guidelines, and CARB’s Chair would have served as a member of the advisory body for the development of a three-year funding guidance document.  Held on suspense in the Senate Appropriations Committee.
