Would have required an aviation fuel retailer to provide a quarterly information return to the California Department of Tax and Fee Administration and would have set penalties and exemptions for a retailer that fails to file.  The bill would have required the California Department of Tax and Fee Administration to calculate the revenue collected from the sale, storage, use, or consumption of aviation fuel in the State.  Was not heard in the Senate Government and Finance Committee.

Summary

Would have required CARB to submit a report to the Legislature by January 1, 2022, on the results of a study to determine the feasibility of assessing the carbon intensity of all retail products subject to the Sales and Use Tax.  The bill would have set specific requirements for the study and would have required CARB to hold at least three public meetings prior to developing the report.  The bill failed passage in the Assembly Revenue and Taxation Committee.

Summary

Would have required CARB, no later than December 31, 2023, in cooperation with the Geologic Energy Management Division and the California Energy Commission to complete and publish an analysis of the lifecycle greenhouse gas emissions associated with crude oil produced in the State.  The bill would have specified requirements for the analysis, including separate analysis of each crude oil production field in California.  Was not heard in the Assembly Natural Resources Committee.

Would have required CARB by January 1, 2023, to identify an overall climate goal for the State’s natural and working lands to sequester carbon and reduce atmospheric greenhouse gas emissions as part of the next Scoping Plan Update.  The bill also would have required CARB to identify actions that would help achieve the climate goal and integrate opportunities to enhance other public benefits.  Finally, the bill would have required CARB to develop methods for State agencies to track greenhouse gas emission reductions, carbon sequestration, and co-benefits from natural and working lands over time as part of the next Scoping Plan Update.  Held on suspense in the Senate Appropriations Committee.

Summary

Would have required CARB, by July 1, 2021, to adopt the Clean Feet Program to reduce the emissions of greenhouse gases, improve air quality, and benefit low‑income residents by providing certain incentives for the displacement of petroleum diesel with biofuels.  The bill would have required CARB to adopt guidelines to begin implementation of the program by January 1, 2022, and required CARB to set specific and measurable goals for the displacement of petroleum fuel with biofuels on July 1, 2021 and annually thereafter.  Was not heard in the Assembly Transportation Committee.

Would have declared the policy of the State to achieve carbon neutrality as soon as possible, but no later than 2045, and to achieve and maintain net negative greenhouse gas emissions thereafter.  The bill would have required CARB to work with relevant State agencies to develop a framework for implementation and accounting that tracks progress toward achieving carbon neutrality, and to ensure that updates to the Scoping Plan would identify and recommend measures to achieve carbon neutrality.  The bill would have required the Natural and Working Lands Climate Change Implementation Plan to include sequestration targets consistent with achieving carbon neutrality.  Was not heard in the Assembly Natural Resources Committee.

Would have established the California‑China Climate Institute (Institute), housed at the University of California, Berkeley.  The bill would have required the Institute to foster collaboration to inform and shape climate policy and advance the goals of the Paris Agreement, advance joint policy research on major climate issues, support high‑level dialogue on specific climate issues, and provide training to specified entities to advance climate and environmental policies.  Was not heard in the Assembly Higher Education Committee.
