Silva Contractors, Inc. Case Settles for $14,600
Silva Contractors, Inc. will pay $14,600.00 in penalties for violating air quality regulations: $10,950.00 will go to the Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; $3,650.00 will go to the Peralta Colleges Foundation to fund emission education classes conducted by participating California community colleges, under the California Council for Diesel Education and Technology (CCDET) program. This settlement was reached in June 2016.
An investigation by the Air Resources Board (ARB) showed that Silva Contractors, Inc. failed to: (1) bring three of their on-road vehicles into compliance with the applicable diesel particulate matter Best Available Control Technology requirements; (2) properly self-inspect their diesel trucks to assure the trucks met state smoke emission standards, (3) properly affix an Emission Control Label (ECL) on the engine of a fleet vehicle and; (4) report five off-road vehicles to the Diesel Off-Road On-Line Reporting System (DOORS). ARB documented violations as they related to the Truck and Bus (TB) regulation, the ECL Program, the Periodic Smoke Inspection Program (PSIP), and the In-Use Off-Road Diesel-Fueled Fleets (Off-Road) regulation. To settle the case, Silva Contractors, Inc. agreed to the $14,600.00 penalty and to comply with TB, ECL, PSIP, Off-Road, and other ARB programs.
