In February and November, 2006, Enforcement staff obtained samples of Peak Windshield Wash & Deicer -20 degrees F from San Luis Obispo and Pismo Beach, California. The samples were submitted to ARB’s Monitoring and Laboratory Division to be analyzed for VOC content. The samples were determined to be 29 percent VOC, which exceeded the 1 percent VOC limit for Windshield Washer Fluids sold in non-Type A areas of California. Staff conducted an investigation into the violation and concluded that the retailer, Scolari’s, distributed the non-compliant product into their California stores. On June 4, 2007, Scolari’s settled the violation and made a payment of $5,000.
