Reward Leasing, Inc. (dba most notably as Northbay Corporation, The Ratto Group of Companies, and Redwood Empire Disposal) Case Settles for $534,000
In May 2011, Reward Leasing, Inc. (dba most notably as Northbay Corporation, The Ratto Group of Companies, and Redwood Empire Disposal) agreed to pay $534,000 in penalties for violating air quality regulations: $400,500 will go to the California Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; $133,500 will go to the Climate Protection Campaign, a Sonoma County based non-profit organization to reduce greenhouse gas emission, diesel particulate matter, and criteria air pollutants.
An investigation by the Air Resources Board (ARB) showed that Reward Leasing, Inc. failed to comply with the Solid Waste Collection Vehicle (SWCV) Program by neglecting to install legally required emission-reduction devices by applicable compliance dates. Reward Leasing also failed to properly self-inspect their diesel trucks to assure the trucks met state smoke emission standards. ARB documented violations as they related to the SWCV program and the Periodic Smoke Inspection (PSI) Program. To settle the case, Reward Leasing agreed to the $534,000 penalty and to comply with the SWCV Program, PSI program, and other ARB programs.
