Heavy Crane Requirements - Solid Waste Collection Vehicle Regulation
This summary outlines the applicability and compliance requirements for specialized on- road single engine diesel-fueled heavy cranes. The Solid Waste Collection Vehicle (SWCV) regulation was amended in January 2019 to include heavy cranes.
How is a Heavy Crane defined?
Heavy Cranes include large specialized cranes with a single diesel engine, and does not include most cranes mounted on standard truck chassis like truck mounted derricks, sideboom cranes, concrete pump trucks, loader cranes, knuckle-boom cranes, or tow trucks. A Heavy Crane meets all of the following:
- Is certified as power-operated equipment that can hoist, lower, and horizontally move a suspended load.
- Is required to be operated by a licensed crane operator.
- Has a gross vehicle weight rating of 54,000 pounds or more.
- Is NOT a crane truck that is designed to transport cargo.
What are the upgrade requirements for Heavy Cranes?
Heavy Cranes will need to phase-in 2010 or newer model year engines from 2019 to 2027 per the compliance schedule below, or comply with the alternative model year schedule, as long as the entire fleet of cranes remains in compliance. A Heavy Crane with a low use exemption does not count toward the fleet size when determining compliance. The phase-in schedule for different size fleets is shown in the table below.

Are there any other compliance options for Heavy Cranes?
Heavy Crane owners may comply with the alternative model year schedule (below) as long as the entire fleet of heavy cranes (except low-use vehicles) remains in compliance.
For example, a fleet owner with two Heavy Cranes, one 2004 model year engine crane and one 2005 model year engine crane would comply until January 1, 2022 which is two years later than the phase-in schedule. At that time, the owner could upgrade a crane to a 2010 engine and would comply with the phase-in schedule until January 1, 2025.

Do I still have to upgrade to a 2010 engine if I already have a PM filter?
No. Heavy cranes that are in the fleet and were retrofit or originally equipped with a PM filter by January 1, 2018 can receive a credit to be treated the same as if they have a 2010 engine. Heavy crane owners must have reported this information by August 30, 2019 and submitted supporting documentation. The credit can transfer to a new owner if the crane is sold.
What if I only use my Heavy Crane for limited miles per year?
Heavy Cranes that operate less than 1,000 miles per year in California may report to take advantage of the low use exemption. Fleet owners must report by January 31st of each compliance year to claim this exemption in the Truck Regulation Upload, Compliance, and Reporting System (TRUCRS) and will need to update the reporting account annually in January of each year. Fleet owners must provide their odometer reading and read date as close to January 1st as possible and keep third party records to demonstrate compliance.
Do I need to report compliance with the Heavy Crane requirements?
Yes. Reporting is mandatory until all Heavy Cranes in the fleet have been upgraded to 2010 engines or are currently complying with the Low-Use exemption. Reporting is required each January in TRUCRS. Owners must also report vehicle changes to the fleet within 30 days (selling or adding vehicles).
