Background
The Advanced Clean Fleets Regulation (Regulation) provides three compliance deadline extensions for drayage trucks under specified circumstances. Parties must request extensions through the procedures specified in the regulation. Applications are subject to review and approval by the California Air Resources Board’s (CARB) Executive Officer. Applicants will be notified by email whether any extension requests are approved within 45 calendar days from receipt of a complete submission. Any extensions granted to a drayage truck owner or controlling party are not transferable to another owner or controlling party.
Summary of Extensions Available for Drayage Trucks
Drayage truck owners or controlling parties who comply with all applicable requirements may request any of the following extensions available for drayage trucks:
- Vehicle Delivery Delay Extension may be requested if a zero-emission vehicle was ordered at least one year before the next applicable compliance date and cannot be delivered for reasons beyond the applicant’s control. Applications are due by February 1 of each calendar year.
- Infrastructure Construction Delay Extension may be requested if the applicant experiences a construction delay beyond their control on a project to install zero-emission vehicle fueling infrastructure. Applications must be submitted at least 45 days prior to the applicable deadline.
- Infrastructure Site Electrification Delay Extension may be requested until January 1, 2030, if the applicant’s electric utility provider determines it cannot provide the requested power to the site where zero-emission vehicles will be charged or refueled before the next compliance deadline. Applications must be submitted at least 45 days prior to the applicable deadline.
