CARB established the Community Air Protection Program to implement AB 617, which requires new community-focused action to reduce air pollution. On September 27, 2018, the Board selected the San Bernardino, Muscoy to develop a community emissions reduction program as one of ten initial communities. The Board also approved the Community Air Protection Blueprint (Blueprint) which, among other things, establishes criteria for developing and implementing community emissions reduction programs.
CARB staff reviewed the San Bernardino, MuscoyCommunity Emissions Reduction Plan (Plan), adopted by the South Coast Air Quality Management District Governing Board on September 6, 2019. This staff report summarizes the results of CARB staff’s review and evaluation of the Plan to determine if it meets the criteria established in AB 617 and the Blueprint, reflects community priorities, and is likely to reduce exposure to air pollution in the community. El personal de CARB revisó el Plan (Plan) de Reducción de Emisiones en la Comunidad de San Bernardino, Muscoy, adoptado por la Junta Directiva del Distrito de Gestión de la Calidad del Aire de la Costa Sur el 6 de septiembre de 2019. Este informe del personal resume los resultados de la revisión y evaluación del Plan por parte del personal de CARB para determinar si cumple con los criterios establecidos en AB 617 y el Plan Marco, refleja las prioridades de la comunidad y es probable que reduzca la exposición a la contaminación del aire en la comunidad.
