Methane Emissions from California’s Natural Gas System: Challenges and Solutions.

OVERVIEW

Sessions will focus on methane emissions from natural gas systems and discuss the options offered by current science and technology to detect, measure, and reduce emissions related to the natural gas used by California consumers:

• ARB and CEC/CPUC Research Priorities and Needs
• Current and Upcoming Methane Emissions Research
• Current and Emerging Technologies to Detect and Measure Methane Emissions
• Policy Panel Discussion on Potential Legislative, Regulatory, and Mitigation Actions
• Showcase of Methane Detection and Measurement Technologies

PURPOSE

To bring industry, academics, government and non-government entities, and other interested stakeholders together to:

• Discuss the current understanding of methane emissions across the natural gas supply chain
• Share ideas to increase knowledge and inform policies
• Foster stakeholder interaction on current research and promote dialogue for next steps

An in-depth look at methane emissions and reduction opportunities related to California’s consumption of natural gas is important given California-based initiatives to reduce methane emissions, federal methane regulations introduced in 2015, and Governor Brown's emergency proclamation on the gas leakage at the Aliso Canyon Natural Gas Storage Facility. The symposium will help support several state programs such as:

• 2030 Greenhouse Gas Target Scoping Plan
• 2016 Integrated Energy Policy Report Update
• Short-Lived Climate Pollutant Strategy (SB 605)
• Low Carbon Fuel Standard
• CPUC proceedings on natural gas transmission and distribution (SB 1371)
• Requirements to study methane hot spots and conduct life-cycle greenhouse gas emissions of natural gas produced and imported into California (AB 1496)
• Strategies to maximize benefits of natural gas, including biomethane, as an energy source (AB 1257)
• Environmental Justice policies
• Coordinated state response to leakage at the Aliso Canyon Natural Gas Storage Facility

If you are interested in submitting a research idea for the Board's consideration, you can do so through our website here. ARB's annual research plan is designed to address the Board's priority research needs. The Board is primarily interested in projects that will assist in addressing the future research needs in the general areas of Health and Air Quality Standards, Exposure Assessment, Technology Advancement and Pollution Prevention, and Global Climate Change.

Showcase:

On Monday, June 6th, the symposium showcase will be on the 2nd Floor Lobby and on Tuesday, June 7th in the Cal EPA Outdoor Courtyard and 2nd Floor Lobby.

The showcase will feature current and emerging methane leak detection and quantification technologies from academic, government, and industry leaders.

Public Comment - CEC IPER WORKSHOP ONLY:

If you are attending the meeting in person, please see the Public Adviser to sign up to make public comments. First participants in the room will have an opportunity to comment, followed by those participating by phone. (Up to 3 minutes per commenter, but the time could be reduced to 1 minute to accommodate as many speakers as possible.)

At the end of each day, there will be a Public Comment period. A teleconference will be available for commenters not attending the meeting. The number will be posted shortly, and the line will be available after Session 3 on Monday, and after Closing Remarks on Tuesday.
