CARB’s Oil and Gas Methane Regulation requires owners/operators of oil and natural gas facilities to conduct quarterly leak detection and repair (LDAR) surveys to monitor components for leaks and repair detected leaks within a specified time frame. Quarterly LDAR inspections began on January 1, 2018, and CARB staff publish annual analysis and summaries of LDAR data. CARB recently published a paper in "Environmental Challenges" further analyzing the data received from operators for LDAR activities that occurred during 2018 and 2019. The paper explains that LDAR data from California's Oil and Gas Methane Regulation demonstrates a decrease in leaks over that two year period.
