CARB staff is in the process of developing amendments to the Control Measure for Commercial Harbor Craft (Commercial Harbor Craft Regulation). On January 29, 2019, CARB staff distributed a notification through the GovDelivery email service requesting that all commercial harbor craft vessel owners and operators fill out a survey to ensure that specific vessel characteristics and operations are considered in the rulemaking analyses. Staff also directly distributed the survey to vessel owners and operators via their self-reported email or U.S. mail contact information in CARB’s harbor craft database. So far, staff has received a limited response from vessel owners and operators who would be impacted by regulatory amendments. In order to solicit additional survey responses, we are extending the final response deadline to March 22, 2019. Your participation in this survey is critical to the rulemaking process not only to inform the development of regulatory amendments, but also to ensure that supporting analyses are thorough, based on real-world data, and representative of the vessel owners and operators that would be affected by regulatory amendments. The survey specifically requests information that will support staff’s analysis of the potential economic, health, and environmental impacts of the proposed amendments.
