CCI Attestation Memorandums and Expenditure Records

Administering agencies are required to prepare an expenditure record documenting how their investments will further the purposes of Assembly Bill 32, contribute to achieving greenhouse gas emission reductions and other health and environmental co-benefits, and meet other statutory requirements. CARB’s Funding Guidelines contains guidance for agencies preparing expenditure records.
CARB’s Funding Guidelines require agencies to submit an attestation memorandum along with each expenditure record to confirm that the expenditure record meets the statutory requirements of Government Code section 16428.9. To better assist agencies, CARB has provided sample templates of the expenditure record and attestation memorandum, which CARB has updated to aid agencies in creating expenditure records that are accessible by all members of the public. Agencies are responsible for ensuring all attestation memos and expenditure records submitted meet full ADA (Americans with Disabilities Act) requirements per Assembly Bill 434 and CARB’s Funding Guidelines.
