CARB and the San Joaquin Valley Air Pollution Control District developed the 2024 Plan for the 2012 PM2.5 Standard (2024 PM2.5 Plan) to meet serious nonattainment area requirements under the Clean Air Act for the federal National Ambient Air Quality Standard for fine particulate matter (PM2.5) of 12 micrograms per cubic meter (μg/m3). The 2024 PM2.5 Plan includes commitments for emission reductions that will provide for attainment of the standard throughout the San Joaquin Valley by 2030. CARB adopted the 2024 PM2.5 Plan on July 25, 2024. This page provides links to documentation relevant to the 2024 PM2.5 Plan. Additional documentation will be posted here as it becomes available.
Staff Report (June 14, 2024) This report presents the CARB staff assessment of the 2024 PM2.5 Plan. It also includes proposed State Implementation Plan revisions to amend the San Joaquin Valley Agricultural Equipment Incentive Measure to quantify emission reductions in 2023 and include the amendment in the State Implementation Plan Revision for the 15 μg/m3 Annual PM2.5 Standard for the San Joaquin Valley.
