This summary describes the requirements for applicable freight facilities when determining the compliance status of vehicles and fleets.
How are freight facilities defined?
Applicable freight facilities include seaports and intermodal railyards.
Are vehicle/fleet owners required to comply now?

Heavy-duty vehicle owners must ensure that reported fleet, vehicle, and testing information is accurately reported in the Clean Truck Check - Vehicle Inspection System (CTC-VIS) and that their annual compliance fees have been paid if they operate in California. Compliant VINs will be provided to seaport and intermodal railyard representatives daily to ensure compliance.
The VIN is what is being confirmed as compliant, not the auxiliary information such as license plate, business name, address, or owner information.
Vehicle/fleet compliance certificates may be requested by any applicable parties.
What are the requirements for freight facilities?
Applicable freight facilities must either:
Ensure that only compliant vehicles enter and operate on their property, by verifying each vehicle at the time of entry by requesting a valid compliance certificate or by confirming through data provided by CARB, or
Maintain applicable records of all vehicles that enter the applicable freight facility property that are not compliant with Clean Truck Check.
These requirements do not apply when vehicles entering their properties are delivering goods or providing services to the facility as the consumer of the goods or services.

What do I do if I am denied access at a freight facility?
Vehicles that are denied access due to non-compliance will need to comply with Clean Truck Check.
- Create an account at Cleantruckcheck.arb.ca.gov
- Pay annual compliance fee
- Ensure passing emissions compliance tests are submitted by the vehicle's due dates. Test deadlines begin in 2025.
- If applicable resolve any open CARB enforcements actions.

For reference, please note the following payment processing times:
- Credit or debit card payments: Typically processed within 1-2 business days.
- eChecks: Can take up to 7 business days.
To allow temporary access while the vehicle is being reported into the Clean Truck Check Reporting System and payment is being processed, you may be eligible for a 5-day pass. Requests will typically be processed one business day after submission, with processing taking place Monday through Friday.
