1) Transportation of waste oil 2) Treatment facilities near generation site

1) How will the transportation of waste oil be completed to prevent the spillage of waste oil on to the ground due to accidents and who will be responsible for the cleanup?
2) Can the waste oil be converted to fuel where the waste oil is generated? I'm not familiar with the treatment processes involved, but I know Hyperion Plant does not generate gas for reuse to treat sewage wastes. Hyperion Plant purchases gas to treat the sewage waste before the water portion of the waste is discharged into the ocean. There used to be a Kellog fertilizer plant near the Carson Sewage Treatment facility. Has the Carson plant looked into generating gas at their facility?
