PPG Industries, Inc. Settles For $299,000
In March 2022, the California Air Resources Board (CARB) and PPG Industries, Inc. (PPG) of Pittsburgh, Pennsylvania, reached a settlement agreement in the amount of $299,000 for the company’s violation of CARB’s air quality regulations.
An investigation by CARB staff revealed that PPG sold, supplied, and offered for sale noncompliant nonaerosol paint thinners and clear coating aerosol products that were manufactured for use in California. The PPG paint thinner products contained concentrations of volatile organic compounds (VOC) and aromatic compounds that exceeded the standards specified in Cal. Code Regs., tit. 17, § 94509. The aerosol coating products exceeded the reactivity limit for clear coating as specified in Cal. Code Regs., tit. 17, § 94522(a). The violations resulted in the emissions of 5.42 tons of excess VOC, 15.15 tons of excess aromatic compounds, and 2.98 tons of excess ozone formed.
Of the total amount, $149,800 will be deposited into CARB’s Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality. The remaining amount of $149,200 will fund the Supplemental Environmental Project (SEP) entitled Side Street Projects – Woodworking Bus (SEP), which funds the purchase of new propane-powered buses to replace diesel-powered woodworking buses that exceed current CARB regulations.
PPG cooperated fully with CARB to resolve this matter and ceased sales of the noncompliant products to come into compliance with the state’s air quality regulations.
