Proposed Incentive Amounts
The Zero-Emission Assurance Project (ZAP) will provide a grant for the repair replacement cost, up to a maximum of $7,500, of a failed EV battery or fuel cell components not covered by the manufacturer’s warranty. ZAP will offer a vehicle purchase grant up to $10,000 to purchase or lease a newer vehicle for clients whose repair costs exceed $7,500 and who choose to surrender their vehicle to ZAP in lieu of repair.
Who is Eligible?
Individuals who have purchased and continuously owned a used zero-emission vehicle through the California Air Resources Board’s (CARB) Financing Assistance and/or Clean Cars 4 All programs.
How it’s Administered
ZAP is implemented as part of the Driving Clean Assistance Program (DCAP), which is administered by the Community Housing Development Corporation. For more information, see the Driving Clean Assistance Program website.
Where and When it’s Offered
The program is expected to roll out in late summer 2025. CARB staff is currently soliciting feedback on program rollout through public work group meetings. Staff will provide updates on rollout and program launch dates in upcoming work groups. Participant Eligibility Criteria
Eligible participants must:
- Be a resident of California,
- Have purchased and continuously owned a qualified vehicle with funds from California Air Resources Board (CARB) Financing Assistance and/or Clean Cars 4 All programs.
- Have maintained insurance, registration and any other fees incurred with ownership.
Participation and Vehicle Eligibility Criteria
AB 193 outlined initial criteria for participation in ZAP which includes the following:
- Only available for eligible used plug-in hybrid, battery-electric, and fuel-cell electric vehicles
- Limit of one ZAP incentive per vehicle,
- Minimum vehicle eligibility requirements based on performance criteria that includes, but is not limited to:
- Decreased battery storage capacity
- Decreased vehicle range
- Decreased fuel cell power output
- Applicant household income limits
