Advanced Clean Fleets Regulation Enforcement Notice - December 28, 2023
The California Air Resources Board does not plan to take enforcement action on the drayage or high priority fleet provisions of the ACF regulation until the U.S. EPA grants a preemption waiver applicable to those regulatory provisions or determines a waiver is not necessary. This enforcement discretion does not apply to State and Local Government Fleets.
Reporting is Open for the Advanced Clean Fleets (ACF) Regulation - Fleet owners subject to medium and heavy-duty vehicle regulations must report annually to meet regulatory requirements. The Truck Regulation Upload, Compliance, and Reporting System (TRUCRS) has been updated and is available for fleet owners to report and update company, vehicle, and engine information to meet ACF reporting requirements. To begin the reporting process, visit the TRUCRS online reporting portal.

Recently Developed Factsheets and Tools for the Advanced Clean Fleets Regulation
The Advanced Clean Fleets (ACF) Regulation is the latest development in CARB’s decades‑long history of setting increasingly stringent emission standards for mobile sources that are needed to protect the public health and welfare of Californians. The ACF Regulation requires fleets that are well suited for electrification to transition to zero-emission vehicles (ZEV) through requirements to both phase-in the use of ZEVs for targeted fleets and requirements that manufacturers only manufacture ZEV trucks starting in the 2036 model year. Many new resources have been developed to assist fleets in understanding the requirements of the regulation, including factsheets, videos, and calculators.
EnergIIZE Drayage Public Set-Aside Funding Lane Open
The 2023 Public Charging Funding Lane is now closed, but the 2023 Drayage Public Set-Aside remains open. The Drayage Public Set-Aside has $22.275 million available for incentive funding. Please refer to the Implementation Manual for Drayage Public Set-Aside for more information. Additional tools and resources will be provided each week leading up to the opening of the funding lanes to help you familiarize yourself with the process before applying.
ISEF Funding Still Available - Flexible Zero-Emission Truck Funding for Small Fleets with 20 Trucks and Fewer
Eligible small fleets can access flexible financing options for zero-emission trucks through the (HVIP) Innovative Small e-Fleet Pilot (ISEF). Eligible fleets include California-based, privately owned trucking companies, independent owner-operators, and non-profits with fewer than 20 trucks and an annual revenue of less than $15 million. Non-profits are not disqualified by revenue. This funding allows small fleets to request enhanced vouchers for standard financing, lease, rental, and truck-as-a-service options, and fueling support. Guidelines to participate in ISEF are now available through Appendix F of HVIP's Fiscal Year 2022-23 Implementation Manual.
