In 2022, California’s agricultural industry consisted of over 68,400 farms and ranches, providing over 400 different commodities, making agriculture one of the State’s most diverse industries. Approximately 118,500 pieces of off-road, diesel-fueled, mobile agricultural equipment are owned and operated statewide, and even with increasingly more stringent emission standards on engine manufacturers, emissions from these vehicles and equipment are a source of air pollution.
In 2013, the Board adopted the State Implementation Plan Credit from Mobile Agricultural Equipment Regulation, which provides a mechanism for emission reductions from agricultural equipment incentive projects to be eligible for SIP credit in the San Joaquin Valley. CARB is working to gain a better understanding of the agricultural sector and how mobile agricultural equipment is used in California through efforts such as surveys to update the mobile source emissions inventory.

In December 2019, the Board approved the San Joaquin Valley Agricultural Equipment Incentive Measure (Valley Incentive Measure). The Valley Incentive Measure establishes procedures for ensuring emission reductions achieved through incentive programs can be credited toward meeting the 2024 and 2025 commitments in the Valley State SIP Strategy.

In 2019, CARB conducted a survey to collect data on the population, activity, and characteristics of self-propelled, off-road equipment operating in the State. Data collected from this survey was used to update the off-road agricultural equipment inventory.
