The California Air Resources Board's Airborne Toxic Control Measure (ATCM) to control formaldehyde emissions from composite wood specifically focuses on three products: hardwood plywood, particleboard, and medium density fiberboard. The ATCM applies to any person that sells, offers for sale, supplies, or manufactures for sale or use in California, composite wood products, including finished goods containing those products. All composite wood manufacturers, importers, distributors, and retailers must ensure the compliance of the products with greater responsibility falling on those higher in the supply chain.
