The Climate Heat Impact Response Program (CHIRP) is an incentive program created to mitigate the increased emissions that happen as a result of a state of emergency proclamation by the Governor for an extreme heat event. CHIRP mitigation dollars are allocated to the local air districts to fund projects eligible under either the Carl Moyer Program or the Community Air Protection Incentives Program (CAP Incentives). Staff propose that air districts prioritize CHIRP funds to scrap and replace stationary dirty diesel emergency backup generators in disadvantaged and low-income communities. These were the sources of CHIRP emissions.
