State Reserve funds are a portion of the Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) funds that are set aside to provide monetary grants focusing on a specific project type(s). As a subset of the Carl Moyer Program, the State Reserve similarly provides funding for cleaner-than-required engines, equipment, and other sources of air pollution that have been determined to be in need. Section 44286(d) of the Health and Safety Code (H&SC) gives California Air Resources Board (CARB) the authority to reserve up to 10 percent of Moyer Program funding to directly fund any project that is a covered source and is described in Section 44281. CARB reserves the sole authority to distribute State Reserve funding. Some of the past project types that have been funded with State Reserve funds are school bus replacement projects, log truck replacement via the Truck Improvement/Modernization Benefitting Emission Reduction (TIMBER) Program, off-road projects, and on-road heavy duty vehicles through the Voucher Incentive Program (VIP).
