The Off-Road Voucher Incentive Program (ORVIP) provides a streamlined approach to reduce emissions by replacing existing, high-polluting equipment with newer and lower-emission equipment. The ORVIP provides real emission benefits by retiring the high-polluting equipment earlier than would have been expected through normal attrition or by regulation. Carl Moyer Program funds for voucher projects are used to offset part of the cost of the replacement equipment.
Project | Description |

New Equipment Replacement Purchase | The purchase of new equipment to replace the existing equipment that is to be scrapped. The new equipment must have an engine that meets the current California emission standards (Tier) or the current United States Environmental Protection Agency emission standards (Tier) if it is a federally preempted engine. |
Carl Moyer Funding Program Amounts
The maximum total project funding amounts associated with reducing the eligible costs of an ORVIP project are pre-determined and shown in Appendix O pages 56-58, of the Off-Road Voucher Incentive Program section of the 2017 Carl Moyer Program Guidelines.

Minimum Participation Criteria
All participants must meet the following preliminary requirements to be eligible for funding:
- Owned and operated in California 75% of the time for the previous 2 years. Additional usage or residency requirements may apply in some districts.
- Provide detailed documentation of equipment usage.
- Applicants may only apply to one participating air district at a time per piece of equipment.
- Specify participating dealership used for the purchase of the replacement equipment.
- The dealer and owner must agree on a date in which the replacement equipment will be delivered.

About
Chapter 7 of the 2024 Carl Moyer Program Guidelines describes the minimum criteria and requirements for marine vessel projects. Local air quality management or air pollution control districts may set more stringent requirements based upon local priorities.

Funding Amounts
Tables listed below are the maximum funding amounts for eligible Marine projects as described in Chapter 7 of the 2024 Carl Moyer Program Guidelines.
Maximum Percentage of Eligible Costs for Moyer Program Marine Engine Repower or Remanufacture Kit Projects for Vessels (except Commercial Fishing Vessels) Subject to the CHC Regulation
Vessels subject to CHC Regulation Schedule for Meeting Tier 3 or Tier 4 Marine Standards (or marinized off-road Tier 4 Final + Diesel Particulate Filter (DPF) (ex: barge, crew & supply, dredge, excursion, ferry (except short-run), towboat, tugboat, CPFV, pilot, workboat, research, tank barge)).

(1) Engines using a Family Emission Limit (FEL) or Averaging, Banking, and Trading (ABT) to meet the Tier 4 emission standards will be funded at Tier 3 engine levels. Tier 3 emission factors will be used for funding calculations.
(2) Commercial Harbor Craft regulation, California Code of Regulations, title 17, Section93118.5(e)(12)(B)2: for engines <600 kW, if Tier 4 Marine standards are not available, and repowered after 1/1/2023 to Tier 3, vessel does not need to repower to Tier 4 marine standard when it becomes available.
(3) Tier 4 engines participating in the averaging, banking and trading program that are certified to family emission limits (FELs) higher than the applicable emission standards are ineligible to participate in the Carl Moyer Program.

Commercial Fishing Vessels are subject to Commercial Harbor Craft Regulation schedules for meeting Tier 3 standards.
