On August 8, 2018, CARB, the California Attorney General’s Office, the City of Los Angeles, and the County of Los Angeles submitted a tentative Consent Decree to the Los Angeles County Superior Court to settle with SoCalGas the litigation over the Aliso Canyon natural gas leak that occurred near Porter Ranch in 2015.
CARB and SoCalGas developed the Mitigation Agreement as an appendix to the Consent Decree to fully mitigate at least 109,000 metric tons of methane emissions, the amount of methane released during the leak at Aliso Canyon. Implementation of the Mitigation Agreement will achieve the mitigation principles and objectives outlined in the Governor's Proclamation of January 6, 2016, and CARB’s Aliso Canyon Methane Leak Climate Impacts Mitigation Program. In addition to climate benefits, this agreement would provide Californians with additional emissions reductions, including NOX emissions in the transportation sector, and new economic opportunities.
