Staff will discuss and seek input on several topics including: a preliminary proposal for regulatory updates to CARB’s light-duty vehicle greenhouse gas emission standards; light- and medium-duty vehicle smog-causing criteria air pollutant requirements; and zero-emission vehicle assurance measures. Staff will discuss and seek input on several topics including: concepts for regulatory updates to CARB’s light-duty vehicle greenhouse gas (GHG) emission standards for model years beyond 2025; coordination between California’s LEV IV and the proposed federal Tier 4 program for light- and medium-duty vehicle criteria air pollutant requirements; and emerging topics and implementation updates related to CARB’s zero-emission vehicle (ZEV) regulation. This is the second of two Board hearings on this item. The Board will also consider certifying the Final Environmental Analysis and approving the written response to comments received on the Draft Environmental Analysis. If adopted, the regulations will be submitted to the United States Environmental Protection Agency for approval as a revision to the California state implementation plan required by the federal Clean Air Act. | |

October 13, 2021 | Public Workshop for Advanced Clean Cars II The California Air Resources Board (CARB or the Board) staff invite you to participate in a public workshop to provide input on the development of the Advanced Clean Cars II (ACC II) regulations. The ACC II regulations will seek to reduce criteria and greenhouse gas emissions from new light- and medium-duty vehicles beyond the 2025 model year, and increase the number of zero-emission vehicles (ZEVs) for sale. Building on the May and August 2021 workshops, staff will present updated analyses and proposals to amend the Low Emission Vehicle (or LEV IV) Regulation to reduce criteria pollutant emissions and updated analyses and proposals to amend the ZEV Regulation. In addition, updates to the ZEV assurance measures and updates to proposed measures to increase access to ZEVs for our priority communities will be presented. Staff will also present statewide costs and emission benefits for the full regulation proposal and two alternatives considered. | |

The ACC II regulations will seek to reduce criteria and greenhouse gas emissions from new light- and medium-duty vehicles beyond the 2025 model year, and increase the number of zero-emission vehicles (ZEVs) for sale. During the workshop, staff will present an overview of the ACC II regulatory proposals on the Low-Emission Vehicle (or LEV IV) Regulation and the Zero-Emission Vehicle (ZEV) Regulation. Staff will also present updates on minimum technology requirements for ZEVs and proposed measures to increase access to ZEVs for our priority communities. Staff presented current analysis and regulation concepts for modifications to the criteria pollutant and greenhouse gas (Low Emission Vehicle or LEV IV) regulations, preliminary proposals to support wider scale adoption of new ZEVs, and the preliminary staff projections of costs for future battery electric vehicles (BEV) technologies. |
