A total of $1.5 million in grant funding was available to implement the Project. CARB sought out multiple Grantees through the funding. Grantees must have demonstrated that at least 75% of Project funding would benefit a California-based, accredited, non-profit adult education or vocational school.
Who was Eligible
Entities eligible for the funding included California-based, accredited, non-profit adult education or vocational school institutions. Education and workforce training entities and organizations supporting ZEV and electric vehicle charging and fueling equipment education and workforce development were allowed to partner with adult education or vocational school institutions. CARB sought out Grantees that demonstrated they could develop or expand priority population ZEV training efforts that met community-specific clean transportation workforce needs and those that would help existing training programs improve career and professional development opportunities for students, including addressing existing workforce needs and gaps.
How it’s Administered
Workforce Training and Development grant funding was allocated through the Fiscal Year (FY) 2021-22 Funding Plan for Clean Transportation Incentives (Funding Plan). Grant funding was awarded directly by CARB to grantees through a competitive solicitation and selection process that closed on October 27, 2023.
Where and When it was Offered
The solicitation was offered at the Low Carbon Transportation Investments and AQIP Grant Solicitations page. CARB staff released the solicitation on August 25, 2023 and closed October 27, 2023.
Project Requirements
To be considered for grant awards, applicants must have met the minimum Project criteria and fully completed an application package and all elements of the Solicitation by the solicitation deadline of October 27, 2023.
- Eligible Project type examples included:
New ZEV curriculum and/or integrated new ZEV curriculum into existing workforce training programs and instructional materials - Existing ZEV training modifications/expansions to include:
- Job readiness and related training opportunities
- Clean transportation career pathways and job placement
- Career mentorship
- Program certification
- Other new program elements
- Subsidized or low-cost tuition to reduce ZEV training program and materials costs for students through this Project
- Educational materials and resources to support career pathways in ZEV
industries and occupations - In-person, remote, or distance learning related to clean transportation
- On-the-job learning and training, including for electric vehicle supply equipment (EVSE) installation, including service, maintenance, basic electrical safety, refueling technology, and battery replacement
- Complementary efforts that build upon local/regional workforce programs and efforts
- Training, and certification, programs in existing ZEV automotive and truck programs
- Economic development programs connected to educational or other learning institutions that provide professional development and job readiness in ZEV related careers
