Agricultural Burning Oversight

Air Facility System (AFS)

AFS is a national stationary source air pollution database that stores permit and compliance activities for more than 100,000 facilities. This database is maintained by the federal Environmental Protection Agency (EPA). The Air Resources Board submits quarterly reports to U.S. EPA on the completion of major source inspections by Air Pollution Control Districts in California. 

Continuous Emission Monitoring (CEM) Systems

The California Health and Safety Code (H&SC) specifies that districts should require the installation of monitoring devices in each stationary source of air contaminants that emits 100 tons or more per year of significant pollutants as defined by Health and Safety Code Section 42700-42708.  Section 42706 requires that the operator of a stationary source with a CEM must report violations of any emission standard to the district within 96 hours of such occurrence.  The district, in turn, must report the violation to the ARB within five working days after receiving the report of the violation from the operator.

This program is responsible for collecting data to detect chronic problems and to work with the districts and sources to alleviate excess emissions. For more information, please email.

District Rule Review

Stationary Source Enforcement Section staff reviews Air Pollution Control District rules for enforceability.  The staff reviews the rule at the draft, proposed, and adopted stages.  When applicable, the staff makes sure that the rules have test methods, appropriate definitions, sound recordkeeping, and defined emission control efficiencies.   For more information, please email.

Environmental Cross-Media Investigations and Enforcement

The Strategic Environmental Investigations and Enforcement Section (SEIES) conducts environmental cross-media investigations for the California EPA.  This group also conducts air pollution investigations.  The Multi Media Chrome Plating Project report is now available online.

High Priority Violation Program

This program tracks significant violators in 27 of the 35 Air Pollution Control Districts (Districts) in California. Staff collects data such as rule violated, penalty amount, period of violation, and date compliance verified.  A report of this data is sent to the California EPA and the Districts so that they may monitor and control those violators.  For more information, please email.

Portable Fuel Containers and Spouts Regulations Enforcement

Investigators of the Portable Fuel Container and Spouts Regulations program purchase samples of spill-proof systems and spill-proof spouts from retail outlets throughout the State of California.  The portable fuel containers and spouts must meet all of the performance standards and administrative requirements in these Regulations.  MLD assists in determining compliance with these Regulations in testing the products.  Any violations are issued Report of Violations and are appropriately resolved.
