The Consumer Products Regulatory Program is an important part of the overall effort to reduce the amount of volatile organic compounds (VOCs), toxic air contaminants (TACs), and greenhouse gases (GHGs) that are emitted from using chemically formulated consumer products.

2023 Consumer and Commercial Products Survey

The 2023 Survey covers 37 consumer product categories, including product categories that have not been regulated to date, and some product categories currently regulated by the Consumer Products Regulations. The intent of the 2023 Survey is to collect sales and chemical formulation data on these 37 product categories of consumer and commercial products used by households and institutions (such as commercial, service, and governmental establishments), and also products used by industrial entities for the maintenance or operation of their facilities. Reportable under this survey are products sold or supplied for use in California during calendar year 2023.

August 15th, 2025: The California Air Resources Board (CARB) is holding a webinar, on September 8, 2025, at 10:00 AM PST, to provide an update on the status of the 2023 Consumer and Commercial Products Survey (2023 Survey) of 37 product categories. The 2023 Survey was launched on December 3, 2024, and the reporting deadline was April 8, 2025. As of this announcement, the 2023 Survey reporting deadline is now extended to September 22, 2025. Full Webinar Announcement.

February 24th, 2025: The California Air Resources Board (CARB) launched the 2023 Consumer and Commercial Products Survey (2023 Survey) on December 3, 2024. The deadline for the 2023 Survey is April 8, 2025. This due date is for both Responsible Parties and Formulators. Responsible Parties with Formulators should turn in their surveys as soon as possible to give Formulators enough time to complete their portion of the 2023 Survey.

December 20th, 2024: The California Air Resources Board (CARB) is holding a webinar, on January 16, 2025, at 9:00 AM PST, to provide further detail on the toxicity ranking methodology used for the 2023 Consumer and Commercial Products Survey (2023 Survey). This webinar will be conducted via Zoom. Register in advance.
