J. Torres Co., Inc. Case Settles for $16,500
J. Torres Co., Inc. will pay $16,500.00 in penalties for violating air quality regulations: $12,375.00 will go to the Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; $4,125.00 will go to the Peralta Colleges Foundation to fund emission education classes conducted by participating California community colleges, under the California Council for Diesel Education and Technology (CCDET) program. This settlement was reached in October, 2016.
An investigation by the Air Resources Board (ARB) showed that J. Torres Co., Inc.: (1) failed to properly self-inspect all of their diesel trucks to assure the trucks met state smoke emission standards per the Periodic Smoke Inspection Program (PSIP); (2) failed to meet PM BACT for some vehicles subject to the Truck and Bus (TB) Regulation; and (3) failed to meet PM BACT for many of their vehicles subject to the Solid Waste Collection Vehicle Regulation. ARB documented violations as they related to PSIP, TB, and SWCV. To settle the case, J. Torres Co., Inc. agreed to the $16,500.00 penalty and to comply with PSIP, TB, SWCV, and other ARB programs.
