J R Transportes Case Settles for $51,375.00
In September 2012, JR Transportes paid $51,375.00 in penalties for violating air quality regulations: $38,531.25 went to the California Air Pollution Control Fund, which provides funding for projects and research to improve California's air quality; $12,843.75 went to the Peralta Community College District to fund emission education classes conducted by participating California community colleges, under the California Council for Diesel Education and Technology program.
An investigation by the Air Resources Board (ARB) showed that JR Transportes failed to bring some of their Transport Refrigeration Units (TRUs) in compliance with the applicable in-use performance standards, failed to meet diesel particulate matter emission reduction requirements for all of their 1996 through 1999 on-road engines in their fleet by January 1, 2012, and failed to properly self-inspect their diesel trucks to assure the trucks met state smoke opacity standards. ARB documented violations as they related to the Periodic Smoke Inspection Program (PSIP), the Statewide Truck and Bus (STB) regulation, and the TRU Air Toxic Control Measure (ATCM). To settle the case, JR Transportes agreed to the $51,375.00 penalty and to comply with the PSIP, SBT regulation, TRU ATCM and all other applicable ARB programs.
